Centre rolls out AI-driven UPSC, SSC recruitment reforms to cut timelines, boost transparency

The Centre has introduced a series of administrative and technology-driven reforms to make recruitment conducted by the Union Public Service Commission (UPSC) and the Staff Selection Commission (SSC) more efficient, transparent, secure and time-bound, Union Minister of State Jitendra Singh informed the Rajya Sabha in a written reply.

The measures are intended to streamline the recruitment process while strengthening the credibility and integrity of examinations conducted by the two agencies.

Among the major initiatives highlighted by the government are artificial intelligence (AI)-based verification of civil service examination attempts, facial authentication to curb impersonation, digital processing of recruitment documents, rationalisation of examination stages and faster appointment procedures.

Recruitment timelines reduced

The government stated that one of the most significant outcomes of the reforms has been a reduction in the overall recruitment cycle.

According to the minister’s reply, the UPSC recruitment process has been shortened from more than 15 months to approximately 13 months. The SSC, meanwhile, has reduced its recruitment timeline from 15–18 months to an average of six to eight months through procedural simplification, digitisation and the reduction of examination stages.

UPSC adopts AI-driven verification

To improve examination security and enhance candidate services, the UPSC has rolled out several technology-enabled initiatives.

These include a modular online application portal designed to simplify the registration process, AI-based verification of candidates’ civil services examination attempts and facial authentication to prevent impersonation during examinations.

The Commission has also introduced the publication of provisional answer keys along with a structured mechanism for candidates to submit representations; established a dedicated candidate helpdesk; expanded the number of examination centres; and ensured that Persons with Disabilities (PwD) are guaranteed their preferred examination centre.

SSC shifts to fully digital recruitment

The government also outlined a range of reforms introduced by the SSC to accelerate recruitment while improving transparency.

According to the ministry, the Commission has reduced the number of examination tiers and transitioned entirely to computer-based examinations (CBTs). It has also introduced a secure e-Dossier system for the digital transfer of recruitment records and implemented a sliding mechanism framework to fill vacancies that might otherwise remain unoccupied.

The e-Dossier system replaces the earlier practice of physically transferring candidate records between the SSC and recruiting departments, enabling quicker and more secure processing of appointment-related documents.
